Serving Health Insurance Needs of Elders (SHINE)


If you enjoy interacting with people, learning new things and are willing to fill a serious need by volunteering, the SHINE program may have the perfect opportunity for you.

Here’s how you can get started:

  • Complete required training on Medicare basics
  • Commit to providing unbiased, confidential advice
  • Be available to dedicate 20 hours each month to SHINE

In addition to saving Florida’s seniors millions of dollars, dedicated SHINE volunteers have brought peace of mind to elders who are uncertain or confused about their options. Contact SHINE today and ask about becoming a volunteer.




To provide unbiased health insurance counseling, licenses such as insurance, annuity, etc., may be a conflict of interest. This will be examined on a case-by-case basis. If you currently hold any professional licenses, please list these on your SHINE application for review. To ensure that the program is in compliance with this requirement, an Office of Insurance Regulation (OIR) agent search will be completed for each volunteer on an annual basis. If you currently have a license, which is deemed to be a conflict of interest, you will not be scheduled to begin training until you have requested a license cancellation.
If you currently hold a state license to sell insurance including, but not limited to, health, annuity, and life, you will be asked to cancel all active licenses before activating as a counselor. To cancel an active license, you would need to submit your cancellation request in writing to the Florida Department of Financial Services, Division of Agent and Agency Services, postal mail at:

Please submit a copy of your request to the SHINE Program Director via fax or postal mail prior to attending the SHINE Training segment. Your license must be canceled in full, via written notification, prior to activating as a volunteer.
